Commissioner Schnoor was appointed as the Conflict of Interest Commissioner under the previous legislation, effective January 1, 2016. He was reappointed for a second three-year term, effective January 1, 2019, and then reappointed for a third three-year term, effective January 1, 2022. When the Conflict of Interest Act for Members of Parliament and Ministers came into force, he became the first Ethics Commissioner.

Mr. Ron Perozzo, Q.C., was appointed on December 23, 2009, effective January 1, 2010, as the Conflict of Interest Commissioner and as Manitoba’s first registrar under The Lobbyists Registration Act and served until December 31, 2015.

Dr. William Norrie, Q.C. was appointed as Manitoba's first Conflict of Interest Commissioner on December 2, 2002 and served until December 31, 2009.
